The Plastic Waste Management Rules 2022 (PWM Rules) mandate companies to start reusing container packaging by 2025. This regulatory push aims to transition businesses towards circularity and minimize the environmental impact of plastic packaging. 

What Does REUSE Mean Under PWM Rules, 2022? 

The PWM Rules define “reuse” as the use of an object or material again for the same or another purpose without altering its structure. Reuse targets are divided into two categories: 

Category 1: Containers between 0.9 litres and 4.9 litres, and Category 2: Containers above 4.9 litres

  1. Reuse vs. Recycled Content Obligations 
    • Reuse mandates differ from recycled content obligations. 
    • Reuse is governed by PWM Rule 7.4(b), while recycled content is covered under PWM Rule 7.4(e)
  2. Food Contact Applications
    • For food-grade packaging, compliance with the Food Safety and Standards Authority of India (FSSAI) regulations is mandatory.
